Since at least 1950, Westchester County has had a Personnel Officer (changed in 2001 to Human Resources Commissioner) to oversee the department which administers Civil Service examinations and recruitment for County government positions as well as for local jurisdictions within the County and for the Westchester Medical Center.

Scrapbooks primarily containing newspaper clippings about civil service topics, unemployment, eligibility for police employment, salaries and wages, hiring practices, individual county employees, particularly those in higher level positions, and advertisements for specific jobs. Also included in the scrapbooks are some civil service job announcements and other job-related memoranda.
